Two numbers decide your year

Every subclass 189 applicant is really asking one question: will I be invited this financial year? The answer comes down to two numbers — how many people are ranked ahead of you in the SkillSelect queue, and how many 189 places your occupation has left this financial year. How the 189 queue actually ranks you

SkillSelect invites the highest-ranking Expressions of Interest first. Ranking is by points, then Date of Effect (DOE): everyone with a higher points score sits ahead of you, and among applicants on the same score, the earlier DOE is invited first. That means “how many EOIs are at or above my points” overstates your queue — people at your score with a later DOE queue behind you, not ahead.

The DOE correction for our teacher (85 pts, DOE 4 Nov 2025, July 2026 EOI extract): 2,271 EOIs sit at or above 85 points, but only ~430 are actually ranked ahead — a higher score, or 85 points with an earlier DOE. The other ~1,841 same-score EOIs queue behind her.

How many places are left this financial year?

The second number is supply. Each program year, subclass 189 invitations for an occupation group are constrained by an occupation ceiling. The Department of Home Affairs has not yet published official FY 2026–27 ceilings, so during this rollover window ImmiTrend shows estimated ceilings built from the FOI-documented tier system. The arithmetic is simple enough to show in full — here it is for Early Childhood Teachers (unit group 2411, tier 2):

The FY26-27 estimate for 2411: the average employed-persons stock (ABS EQ08) × the tier-2 multiplier gives an est. ceiling of 1,372; grants already counted from prior programs are subtracted, leaving ~816 est. 189 places. Every estimated figure carries an est. label until official ceilings publish — then the meter switches automatically.

One refinement: small groups are floored — every group’s est. ceiling is at least 500, so for 56 of the 87 unit groups the floor, not the multiplier, sets the ceiling (3122 below is one of them). Beyond that, the tier matters more than anything else. The same arithmetic lands in very different places across the four priority tiers:

One real occupation group per tier, FY26-27 estimates. The real card: the window is wider than the entire queue — 2,972 est. places against a 2,287-EOI pool — so the meter draws no “rest of pool” at all. At rank #10, this profile clears in about one round.

A tier-2 multiplier applied to the largest teaching workforce in the program (~168k employed nationally, per ABS) produces more est. places than there are EOIs in the whole 189 pool for this group. When the window is wider than the queue, supply simply is not the question — only round timing is.

Inside — but only just. Rank #102 in a 131-place window puts the ★ close to the cutline: a margin of ~29 places that new higher-score EOIs can erase before the next round. The headline verdict still reads Strong — the meter is what reveals how thin the supply margin actually is.

The whole card turns honest at once: a “Tight — long odds” verdict, an estimated wait that simply reads “189 effectively closed”, 2,216 ranked ahead — and the amber “0 left this FY” notice where the window would be, because estimated grants already counted against 2613 exceed the estimated ceiling. Pretending otherwise would be the easy design — and the wrong one.

One of the program’s largest workforces (~207,500 employed nationally) meets the smallest multiplier. For 2613 the honest reading is that federal 189 supply this year is effectively spoken for — which is why the meter shows “0 left this FY” instead of a hopeful-looking empty window, and why state nomination (190/491) is the pathway conversation that matters for this group.

Honest caveats

Estimated ceilings are ImmiTrend modelling, not official figures — treat them as a planning aid, not a promise. Your DOE resets whenever your points change, which moves your rank. Invitation rounds are not announced in advance, and the pool itself moves every month as EOIs are submitted, invited and withdrawn. The invite window updates with each data refresh, so what it shows is always the current picture — not a guarantee about the next round.

For the next round specifically, we publish a frozen per-occupation prediction for the first round of 2026-27 — cutoffs and DOE windows pre-registered before the round and graded against the official results afterwards on the 189 prediction tracker. The invite window answers the year; that answers the round.
