Victoria ranks every Registration of Interest (ROI) for a 190 or 491 nomination by its Victorian Points Test (VPT) total, out of 950. There is no pass mark: each round invites the highest totals, across all occupations (most competitive stream) and within each priority industry.

Fees: ROI $60 + GST ($66) once per program year; nomination application $180 + GST ($198), only if invited.

## Frequently asked questions

Answers that cite Victoria's 15 October 2026 program briefing repeat what officials said at that session and are not yet on the Live in Melbourne website. Everything else comes from Victoria's published pages, last checked 2026-10-17.

### When does Victoria's 2026–27 program open?

Live in Melbourne says the program "will open soon" for ROIs. At Victoria's 15 October 2026 program briefing, officials said ROIs open on Monday 26 October 2026, with the eligibility criteria published that day.

### How often does Victoria hold invitation rounds?

There are no fixed round dates. At the 15 October 2026 briefing Victoria said it plans a first round in November 2026 and then roughly one round a month for the rest of the program year.

### How many nomination places does Victoria have in 2026–27?

Not announced yet. On 13 October 2026 Victoria said it was still negotiating its allocation with the Australian Government. In 2025–26 Victoria had 3,400 places across subclass 190 and 491.

### How much does a Victorian ROI cost in 2026–27?

$60 plus GST ($66) once per program year. A 190 or 491 nomination application costs $180 plus GST ($198), and you only pay it if you're invited.

### Does my Victorian ROI from last year still count?

No. Every applicant must submit a new ROI when the 2026–27 program opens.

### What VPT score do I need?

There's no pass mark. In each round Victoria invites the highest VPT totals at that time, overall and within each priority industry.

### What is the priority industry stream?

Healthcare, Social assistance, Education and Construction occupations are also ranked within their own industry, so they compete only with people in that industry.

### Does Victoria cap invitations by occupation?

No. Any occupation eligible for the visa can submit an ROI and there are no per-occupation ceilings. The only extra weighting is the priority-industry route for healthcare, social assistance, education and construction.

### Are 190 and 491 ROIs ranked together?

No. At the 15 October 2026 briefing Victoria said subclass 190 and 491 ROIs are ranked and invited separately, so 491 applicants never compete against 190 applicants. You can hold one ROI, for one of the two visas.

### Does the cut-off score change every round?

Yes. With no pass mark, each round invites the highest VPT totals in the pool at that moment, so the lowest invited score moves with who is in the pool. If one round reaches 800, the next starts from the highest totals left unless higher-scoring ROIs arrive.

### Will Victoria publish invitation scores?

Victoria said at its 15 October 2026 briefing that it plans to publish invitation data once several rounds have run, by route and score band rather than per occupation.

### How is exactly 8 years of experience scored?

Victoria's table goes from 6–7 years (80 points) to more than 8 years (100). It doesn't list exactly 8 years, so this calculator counts 8 years as 6–7 (80 points) until Victoria clarifies.

### Do overseas and Australian experience count the same?

Yes. Victoria reads one combined whole-year figure from your SkillSelect EOI: relevant experience in the last 10 years, after your skills assessment's deeming date. It does not separate onshore from overseas experience.

### What earnings count, and is under $80,000 still eligible?

Only earnings from your current skilled employment in Victoria count, and Victoria verifies them at the nomination stage. Earning under $80,000, or working outside Victoria, scores 0 for that factor but does not make you ineligible.

### Is there a special rule for Early Childhood Teachers?

Victoria prioritises Early Childhood Teacher ROIs (ANZSCO 241111) with at least one year of relevant experience and Proficient or Superior English. It is a ranking preference for the main applicant, not a bar, and it does not apply to partners.

### Why isn't Enrolled Nurse on the healthcare priority list?

At the 15 October 2026 briefing Victoria said the priority lists come from consultation with each industry, and the health sector advised that Enrolled Nurse shortages are not best solved through state nomination. Enrolled Nurses can still submit an ROI in the most-competitive route.

### What does my partner need for the 50 partner points?

All three: you claimed partner skills points in your SkillSelect EOI, your partner is included in the visa application, and your partner's occupation is on Victoria's current priority list. Your partner does not need to be working in that occupation. Single applicants, and those with an Australian citizen or PR partner, score 0.

### Does Victoria prefer onshore applicants?

Not formally, but earnings points only count for work in Victoria, so an offshore ROI tops out at 800 of 950. At the 15 October 2026 briefing Victoria said about 80% of last year's nominations went to onshore applicants and about 20% offshore.

### What VPT total is competitive?

Victoria won't say, because the pool changes constantly. At the 15 October 2026 briefing it said the highest verified total last year was about 880, nobody has reached 950, and roughly 95% of most-competitive-route invitees had Superior English. The ROI pool on this page shows where you'd stand among ImmiTrend users.

### How do I pay, and what is refunded?

You pay by Visa or Mastercard inside the ROI and nomination forms; GST applies if you are in Australia when you pay. Fees are not refunded because an ROI is not invited, a nomination is refused or you withdraw. Refunds are limited to administrative or technical errors.

### If my nomination is refused, when can I apply again?

Victoria applies a six-month wait after a refusal before you can submit a new ROI or nomination application. A new nomination application also means paying the nomination fee again.
