### Why do the state counts not add up to the national total?

An EOI can list several states, or no preference at all, so each state row counts every EOI that lists it and the shares do not sum to 100%. 28,357 subclass 190 EOIs name no state preference and are not in any state row, though they are part of the 410,226 national pool.
